How to fix disadvantage funding

Disadvantage funding is an element of college funding for 16-19 year olds. AoC’s research has found huge variation in the amount received by colleges per student with Special Educational Needs and Disabilities (SEND) but without separate High Needs funding. The bottom group of colleges receive only a twelfth as much as the top group. Though disadvantage funding may be addressing disadvantage arising from economic deprivation, the measures it uses are failing to predict the locations of students with SEND.
