Devolution

This policy paper aligns with the Opportunity England recommendation, 'a new statutory right to lifelong learning'.

Implementing these recommendations will advance Opportunity England’s vision by ensuring that devolution empowers local communities through better access to lifelong learning and clear levers to drive regional economic growth. Colleges want to support the devolution agenda, but are too often being hampered by unnecessary bureaucracy, fragmentation and challenges in building genuine strategic partnerships. Breaking down these barriers will mean we can build an effective system of devolution, establishing local skills improvement plans (LSIPs) which are aligned to national priorities, and set out how the locality will deliver on them as well as the local economic growth priorities.
