The purpose of this report is to inform debate about the future of quality assurance and accountability in English further education. It does so by describing the history of inspection in England, presenting evidence as to its impact and outlining the arrangements made in similar sectors in other jurisdictions. It considers a number of alternative options and concludes with clear proposals for change.
