The Department for Business Innovation and Skills (BIS) was formed in 2009 following a merger of the Departments for Innovation, Universities and Skills and Business, Energy and Regulatory Reform. It was created to â€œbring all of the levers of the economy together in one place. Funding drawn by training providers directly from the Learning and Skills Council. This funding is on a per learner basis and is automatically given to all British residents
