The Department for Business Innovation and Skills (BIS) was formed in 2009 following a merger of the Departments for Innovation, Universities and Skills and Business, Energy and Regulatory Reform. Funding drawn by training providers directly from the Learning and Skills Council. This funding is on a per learner basis and is automatically given to all British residents
